Quality Inspection Checklists: ITP, WIR, MIR and Sign-off

How inspection and test plans become complete work and material inspection records with evidence, comments and formal decisions.

A construction quality checklist should do more than collect ticks. It must show what was inspected, against which requirement, by whom, with what evidence and who accepted the result.

Begin with the ITP

The inspection and test plan defines the sequence before work starts. Each line should identify the activity, reference specification or drawing, acceptance criterion, evidence required and intervention point. Typical points are hold, witness, review and surveillance.

A hold point means work cannot proceed until the named party releases it. Treating all points as optional comments removes the control the ITP was created to provide.

Use WIR for installed work

A work inspection request should identify the exact building, zone and activity; approved drawing and method statement; relevant ITP line; requested date; and supporting photographs or test results. Every mandatory checklist item should be answered before submission.

Use MIR for materials

A material inspection request connects the delivered product to the approved material submittal, supplier, delivery note, quantity and condition. Quarantined or rejected materials must remain distinguishable from accepted material available for installation.

Make failures actionable

A failed checklist line needs a comment describing the defect and required correction. Where the issue is significant or systemic, raise an NCR or SOR and link it rather than hiding the problem in free text.

Separate review from decision

Technical reviewers may add opinions and evidence. The authorised team manager gives the formal outcome. This distinction prevents informal comments from being mistaken for permission to proceed.

Checklist for a complete inspection

  • Correct project location and responsible organisation.
  • Current approved drawing, method and material references.
  • Relevant ITP and intervention point.
  • Every required question answered.
  • Comment and evidence for every failure.
  • Named reviewer and authorised decision maker.
  • Decision date and immutable history.

BuildRevu connects ITPs, WIRs, MIRs, deliveries, NCRs, SORs and snags so each quality decision retains its source and closure evidence.
